About the Ministry

The Ministry of External Relations (Mnsterstvo Eksternih Relacij, MER) is a central executive body of the Republic of Vilgeria responsible for the republic’s foreign policy and the protection of its interests abroad.

The Ministry is part of the Cabinet of Ministers. It establishes and develops relations with other states, conducts negotiations, prepares international treaties and receives foreign delegations.

Tasks and functions

  • Diplomatic relations

    Establishing and developing ties with other states, negotiations and official visits.

  • Treaties and agreements

    Drafting, agreeing and signing international treaties, alliances and trade agreements.

  • Receiving delegations

    Meetings and official visits of representatives of other states and communities.

  • International organizations

    The republic’s representation at the United Nations: the ambassador and their deputy.

  • Protocol and ceremonies

    Organizing official ceremonies and receiving foreign guests according to state protocol.

How international treaties are concluded

The procedure is set by the Constitution of the Republic of Vilgeria. The Ministry is responsible for the first and the last step.

  1. Negotiation and drafting

    The Ministry negotiates with the other party, agrees and prepares the draft treaty.

  2. Signing

    The treaty is signed by the Verjitel of the Republic on behalf of the state (Constitution, Art. III, Sec. III).

  3. Ratification

    International treaties are ratified by the Senate of the Republic (Constitution, Art. IV, Sec. VI).

  4. Publication

    Information about the treaty is published in the register on the Ministry’s website.

Structure and subordination

The Minister is appointed by the Verjitel on the nomination of the Prime Minister and sits in the Cabinet of Ministers, which ensures the conduct of the republic’s foreign policy (Constitution, Art. V, Sec. III and IV). Positions in the Ministry correspond to roles on its Discord server.
